A three-storey building with eleven flats in Biała, in the municipality of Trzcianka — the next municipality in the same housing programme under which we have already built in more than a dozen other places.

A single municipality builds housing once every few years. There is no economy of scale in that: every scheme is a separate design, a separate tender and a separate learning curve, after which the team disperses anyway before the next one comes along. Preparation costs — documentation, approvals, technical solutions — fall on one building and on that building alone.

Scope of work

Poland's social housing initiatives reverse this arithmetic, because a single company brings together a dozen or more municipalities and builds in them one after another. That changes how the technology should be costed: for one building, precast competes with masonry on the price per square metre; for a dozen, on the cost of the whole programme.

Shop drawings, joint details, the routing of services and the geometry of the units are produced once and return in the next municipality. So does the knowledge from site: what worked at the last erection, which delivery sequence functions, where additional reinforcement is needed.

None of this shows in the cost estimate for a single building, yet it decides the difference between a programme that carries through and one that ends after its first two locations.

Scope of work: lightweight concrete external and internal loadbearing walls, floor slabs, stair flights, landings, balcony slabs, transport and erection.
